A quick google search yielded excellent results.
What you do is you put whatever item you want 126 of in the sixth slot. Fly to Viridian City and talk to the guy that shows you how to catch pokemon. After he shows you, FLY again to Cinnabar Island and surf up and down the EAST coast. It'll look like you're kind of half on and half off land. Anyway, after a while you'll run into a Missing'no (Or something along those lines. It's a big glitchy block). RUN away and look in your inventory. You'll have 126 of whatever you had in the sixth slot. If you swap around the items in your inventory you can avoid making multiple trips, just keep surfing.
NOTE: This will mess up your Hall of Fame beyond all recognition. And DO NOT CATCH IT unless you enjoy blowing up your game.

Um... catching it doesn't mess your game up. All it does is scramble the in-battle sprites or freeze the game if you try to take it out of the PC. Also, beware, there's a chance that you might run into a Pokemon higher than lvl 100. If that happens, just run away and try again.

Catching it made my blue version unable to save. I've heard various levels of success with catching, and I think it depends on your name, like how which pokemon you see depend on your name. I just know for me that I can't save my game when I catch it with my usual name. (Ben)
