...Might be easier to rate if you didn't blow up the images to a ridiculous size.
As far as I can tell, you used default MS Paint colors, which are a no-no, you didn't shade properly and once again, unecessary image size. So far, 5/10.

Look there. It should improve your recolors big time. If not, keep trying until they don't look so bright and eye-straining. Also, ONLY SAVE IMAGES AS PNG.
Use the guide. It helps.

you need to learn to use colors from other pokemon, so that they dont look completely awkward. also, i highly recommend the guide scyther posted. your spriting and recolors will improve dramatically

You said that you are using MS Paint. Why don't you try GIMP... That's the one I use (not for my Avatar. That was a friend who made it).
I am not good at the recolouring... but I am training my skills.
And then I agree with all the other comments.

It is easier to recolor sprites and make fusions on MS Paint rather than GIMP, and there's no difference in the result. Spriting with GIMP is very confusing, imo.
And, just for the hell of it, battleitout, I had made a recoloring guide a few days ago.

I would have to go with OK. 4.5/10. they could be madea lot better if you tried to make pokemon recolours with colors from other pokemon.
try a squirtle colored pichu. That's where a lot of recolour artists start off. Good luck!
here's a great guide!
