I would really like to know exactly what the rock and the bait do mathmatically. Like what percentages they add and take away.

Well, they actually does different things you see ;
Rock : The pokemon is likely to flee but easier to catch
Bait : The pokemon is unlikely to flee but it is much harder to catch
So try your luck on both! Hope you catch some rare pokemon there

Maybe someone can post some sort of strategy for safari zone... i have tryed a few things and its a real pain in the @$$ to catch stuff... i have caught a few things but nothing really great

I never throw more than a rock because those Pokemon run at a hair's trigger.

I almost never throw a rock, always a pokeball, if I think its going to run, I bait it...

This was what almost always happens to me in the Safari Zone:
Wild Chansey appeared!
Memo (that's my name) threw bait!
Chansey is eating.
Memo threw ball!
Chansey is eating.
Memo threw ball!
Chansey is watching carefully.
Memo finally plucked up the courage to throw a rock at Chansey in hopes it will not run! (well, it doesn't say that, but you know what I mean).
Wild Chansey ran!
Memo groaned!
Anyway, I've 2 Chanseys!

I also like to just throw the ball. I usually catch the pokemon on my first try. ^_^ But I haven't run into a chansey or tauros yet... Usually I accidently catch pokemon by mistake if I tap buttons too fast. Also, for an unlimited/super long time in the safari zone just go to the patch of grass you want to find wild pokemon in and just turn around (don't walk, turn.) You'll be spinning, but your step count won't go down and you'll be able to find tons of wild pokemon. Just a suggestion for all of you who are trying to catch chansey/tauros. This makes it easier and less money comsuming. So you don't have to go in and out 50 times to find chansey/tauros! XD

you can also do the same thing when fishing ... not sure about surfing though

Yes, you can spin around while surfing. Also sweet scent works too. ^_^ It's very funny what happened in the Safari zone:
Wild Chansey appeared!
Star (Me... of course.) threw a Safari ball!
Wild Chansey was caught!
....after running into 114 random pokemon.... XD
Wild tauros appeared!
Star threw a Safari ball!
Wild tauros was caught!
....after traveling in the safari zone, running into random pokemon and attempting to catch two pinsirs....
Wild kanghaskan appeared!
Star threw a Safari ball!
Wild kanghaskan was caught!
Heehee... It's funny. I caught them all using one Safari ball. I tried to catch other chansey by throwing bait or a rock, but it usually flees. -_-; Your best bet is definitely the ball, but I have yet to catch a wild pinsir. Also it took me forever to find a tauros! XD Glad I caught it when I found it...
EDIT: Typo was fixed... >_>

Okay then. =) My best catch was 3 female dratinis, but I want a male one, I've only seen like 2 male dratinis. My other good catches were a tauros, chansey, and a pinsi...no I'm just kidding. I haven't seen a pinser yet.
EDIT: I read your messege wrong, I thought you said WHAT your best catch was, not HOW you got your best catch.
EDIT2:When it's a semi-rare poke, (rhyhorn & co.) I throw a rock then a ball. With a rare one, I just throw a ball.

Like Star I throw the ball first and ask questions later. I have never used bait or rocks to catch pokemon I tried to get in the Safari Zone in Yellow and Fire Red. I say do not try to throw bait at a Chansey it will most likely run. (stupid bait) If you really want a rare pokemon in the SZ hope the first ball gets it because if it pops out a lot it will run. With the first wild Chansey I found it popped out the first three times without shaking then it shook three times, popped out, then left. I did eventually catch a Chansey with my first safari ball. So if it pops out chances are it will most likely run for its life!!!

Hey guys, I thought I'd post something on the topic,
For a wild Dratini follow these steps, whether I would call it easy, I have no clue.
First Obtain the Super Rod
Then go and find water in the Safari Zone
Fish
Once you find one you want chuck one rock-if it runs away it knows it's not worthy of your presence
But if it doesn't, either throw another one (risky risky), or chuck your balls at it (Safari Balls)Hopefully you should catch it
This ALWAYS works for me, unless I throw 2 rocks of course
