Well, first you need some creativity and talent in you. Next, you need to design a layout for what you're creating. Once you've done that, start making what you want. I use Windows' paint application, but there are programs that are a lot better. Look on CNet Downloads for art programs. Once you've made what you've wanted, you can upload it on webspace, such as photobucket.
Hope this helps. Yes, it would be a lot easier if there were a machine that drew for you, but there isn't, so uncreative people like me must rely on artists like Confused Flareon or ShadowFlygon to do stuff for them -_-

She knows nothing about Pokemon, but I sure know how to kill the mood. FML

Try to look in the Fan Art section. There should be some helpful stickies there.

I'm not in the same league as ShadowFlygon but I'm flattered you think so.

Well, sorry, I'll use a different technique next time I'm bored!
Here's a link to a quick way to make signatures. It's quite helpful for beginners: Linky Link McLink
My main piece of advice is: Trust in yourself and follow your heart. Yes, its cliched and corny, but its true. Do whatever makes you happy. If you like it, then you've succeeded, and thats what matters! True Creativity has no expected outcome
