Okay, so I'm not a shiny hunter, and to tell you the truth, I've never caught a shiny. Not even in HG/SS (I killed the Red Gyarados). Well anyways, I was in the Safari Zone in FR, and I was trying to find the guy's teeth and the HM for Surf, but I take 4 steps into the grass and- THERE IT IS -the first shiny I've ever encountered in battle in my whole life. It was a shiny Paras. Yeah I know, not something to be proud of, but this was my first shiny, and I was excited (a shiny is a shiny, k?).
Here's how the battle went:
-A wild PARAS appeared!
*Shiny Sound Effect*
-Threw some bait at the Paras.
-*Sound of Pokemon Fleeing*
-Wild PARAS fled.
That's it. Like I said, I'm not a shiny hunter so it didn't really bother me at first. But the more I think about it, the angrier I am. I mean c'mon, my one-in-a-trillion chance Pokemon appears in the one place where I can't catch it? Has this happened to anyone else? And on a related note, is there a good Safari Guide for FR/LG anywhere? I've never really understood the mechanics of the Safari Zones.

I share your anger. I have yet to find a shiny in ANY of my pokemon experiences. As for the safari zone, I've caught everything there is to catch in there except for a tauros when I was playing leaf green. The way I do it is as soon as the battle starts, throw a rock. If they don't flee, they are MUCH easier to catch. If you are able to, touch lightly on the movement pad (depending on what you're using to play), so that you stand in the same spot but face different directions. By doing this, you still find wild pokemon, but you don't use up any of your 600 steps. How this helps.

This would be the reason why I only stay in any Safari Zone long enough to catch what I need and leave.

The FR/LG walkthrough has a reasonable guide to the Safari Zone, as well as maps. In terms of strategy, your best bet is to ALWAYS throw the ball. Rocks and Bait don't help. (Well, technically, Rocks make it more likely to run and easier to catch, Bait makes it less likely to run and harder to catch. But they both waste a turn.)
As for personal experiences, the only shiny I've ever encountered was a shiny Poochyena, early in Emerald. I tried to catch it, and instead fainted it with a critical hit.

When I found him, he was limping and had a huge band-aid on his head.
Hold on a sec.
...
I just showed him your picture, and he growled.

Yeah, the Battle Tower has two Shiny Pokémon. An Espeon and a Seaking.

My safari strategy is to always throw safari balls- no messing around with rocks and bait. So far, it's landed me with the elusive Tauros and Chansey and even Kangaskahn. I don't have any shinies either, but keep trying. On a long enough time line, you'll have all the shinies you'll ever need.

I ran into a shiny once, but I had no idea what a shiny was, so I just downed it like any other PKMN. I forget which once it was.

I've only ever had 2 shinies. One was a shiny Rayquaza on my emerald, which conveniently deleted itself later. The other was in the Safari Zone like you, a shiny exeggcute that fled straight away...

I encountered a shiny machop while making my way through victory road in my LG. Ironically I had already been through and could have flown past it to the plateau but I wanted the training. Of course I caught it even though I have a machop. I would be really pissed off if I were you, tough break. I think The Rock, the nickname I gave the Machop is the only legit shiny I have ever caught not counting gyarados. I encountered a dark blue electrike in my first Ruby but being used to my Silver and the shiny effect I cocked my head for a moment unsure of what I was seeing and not wanting an electrike fled >_< *head/desk*.

Well, it was recent, because it happened when i started my Nuzlocke challenge, and it happened because of plain luck, i don't intend to.
I got shiny Blaziken.

Safari Zone... safari zone... Oh! I remember now! Sorry, but the only shiny in LG was a shiny Chansey! I wanted to get it so bad! But, it fled as soon as I threw the ball. Hmpf! To make matters worse (and my post a bit off-topic) the same thing happened in Emerald, just with a green Teddiursa! Ugh! I have no luck with random shineys, except for a Calm nature Corsola.

I was crying for about thirty minutes after the shiny Chansey fled. Teddiursa was okay, because I can get lots of it in Emerald, but Chansey was like almost a one-in-a-game chance of getting one (to me, at least). So, you don't have to be embarrassed. Oh, Safari Zone pains. I like spent 2 hours just trying to catch Dratini. After about 20 attempts to get a Dratini or Dragonair, I finally caught one. *gasps for breath* Why is the Safari Zone the only way to get a Dratini besides trades?

You can get it without Safari Zone and trading.
It's called "Go into the Game Corner Exchange Center and get one for a certain amount of coins". (I don't remember exactly how much)
