Route 2, during the night. There are also level four Noctowl. Remember, they're quite rare.

That really annoyed me, especially with the Gym Leaders. Level 9 Pidgeotto? Level 21 Haunter? Even Lance was guilty. Hopefully the remake will fix this atrocity.

Atrocity? I thought these Pokemon were kind of fun, especially since you could enter them in the Battle Tower.
My Pidgeotto, Ledian, and Exeggutor owned that on the level ten challenge.

Hey, you can get a level 17 surfing in Ilex Forest, which is quite something, considering Psyduck evolves at lvl 31.
Moreover, in that hidden pond on Route 45 (the one w/ the Mystery Berry tree) my super rod caught a level 10 . Holy hell!

I think I only ran into one of those besides the Gym Leaders ( ). I don't understand what could have possibly happened to make them be so low and yet have attacks that those Pokes learn till much later (Noctowl)...
I would hope this doesn't happen again, but that is mostly because I couldn't take advantage of it...

it annoyed me that the gym leaders could get ridiculous Pokemon and I couldn't. I always thought they did something like what Team Rocket did at the Lake of Rage, which made me angry.

I noticed you dont have any of lance's dragonites on the list. I believe every single one of them is under leveled.

Well, you can't catch Lance's Dragonite. ;D
