"After beating the Elite Four you will be taken back to your house. After talking to Norman and your Mom, turn off both TVs in your house. This will make Latios and Latias become available. And just when you thought you would never have to chase around a Legendary Beast again, you have to chase these guys around. They appear randomly in any area (even over the water) and when you encounter one, it flees (Even if it's asleep! Use Mean Look or Block). But then you can track it in your Pokedex which might help things. Good luck to you on getting these ones! You can only catch Latias in Sapphire and only Latios in Ruby."
Quick summary from Psypoke. http://www.psypokes.com/rs/legendaries.php
Basically, you have to find Latias in the wild, before it is recorded into your Pokedex.

Where is the best place to find it or what is the best way to find it?
Well as was stated by Lions Song, it randomly wanders around, so there is no BEST place to catch it.
And as for the best way... You could try standing on the border between two routes and walking back and forth from the two routes until the Pokemon appears in the route you're in. If that makes sense.
Every time you go to a new route the Pokemon moves. So switching between two routes rapidly will make it move as quick as you do, making you find it in your area quicker.
I'm sure that didn't make much more sense either?

Finding Latias depends on luck really. And which ever way you want to find it
1. You could stay in between routes, such as Oldale Town. Routes 101, 102, and 103 surround it. Use repels and walk around for a few seconds in the grass patches of any route. If nothing shows up, go back to the town (the display will show you entered a new area) and repeat. This "refreshes" the area, and Latias usually moves around the map when you "refresh".
2. Or you could bike/surf across the entire region instead of staying in one spot. I don't recommend this way unless you get bored of doing #1.
As for hunting and battle tips
-use a team with level 39+ Pokemon, and use Max repels. But make sure the Pokemon you send out first is lower than 40, but close to it; 39 is great. This ensures that the wild Pokemon that appear, when using a repel, will be higher leveled than your first pokemon.
-Once you do find Latias, use your Masterball, if you have it. Otherwise, it will run and you'll have to hunt it again. But you can track it in your Pokedex

Here's what I did. I'm pretty sure its the absolute best way to catch Latios, Latias, Raikou, Suicune, Entai, Mesprit, or Cresselia.
Get a Wobbfffet around level 40. I used one at level 37.
Stand in grass where the wild pokemon are a lower level than Wobbuffet.
Use a repel.
Save the game and turn it off.
Turn on the game and run around in the grass. If the repel wears off turn off the game without saving.
Keep repeating the last step until you find Latias.
When you find Latias use Wobbuffet's mirror coat as your first attack. It should do just enough damage to make Latias easy enough to catch. Keep throwing ultra balls until you catch it. Wobbuffet's ability prevents Latias from running away so you don't have to worry about that.
Good luck.

Not entirely true.....
I caught Latias (in Sapphire) by crossing into several different routes and she didn't move. I was at the Berry Master's house, and it was raining. It doesn't normally rain there. If you follow the path going north toward the weather center you'll find rain, but not at the Berry Master's house. I had to go the long way around to get to that patch of water behind his house. Surfing around in that lake I finally encountered Latias. Threw an Ultra Ball on the first round and caught her. Success!
So, my suggestion for catching Latias? Look for rain where there normally isn't.

It is true, it does move whenever you move a route. If you move several routes, then its likely that Latias moved to a different route, then back to where Latias was before.
Anyway, I used a lv 32 Wobbuffet to stall the Latias, and to Mirror Coat it to lower its health. I don't know how, but I found mine within 5 mins after beating the Elite Four. Use Route 126 (surrounds Sootopolis) and Route 124, it's better if you have two routes that connect instead of one route and a town. Just keep switching routes, it'll come along eventually.

It also moves when you enter/exit a building. Go to a certain route and enter/exit the building. Every time you exit, go in the grass (with the repels, yes) and look. I randomly saw Latias while hunting Kyogre (by its lair, where it was raining), so I had it in my pokedex to help me. I srill haven't found her again, though. Good luck.

The Latis are always in a different spot when you start the game. That's why I said in my method to stand in a patch of grass use a repel and save. When you turn on the game there's a chance that the Lati will be in the same patch of grass as you. If it isn't just turn off the game and start it over until it is. It's the easiest and probably the fastest way to see it.

If you've seen her, just look in area for Latias in the Pokedex. However, if you fly there, she may move!

Above Slateport. The grassy patch just below the entrance of the Bicycle Road? Go there. Use your Repel and be sure to have the Acro Bike. Just jump in the grass, then if Latias didn't appear after 15 jumps, enter the Bicycle Building Entrance. Exit out and head for the Grass again, Jump and repeat. Eventually she'll appear.
