My friend went through Ruby, and I recently went through Emerald. We both caught each of the Regis. Oddly enough, though, despite the Regis having the same catch rate and the same basic moveset and whatnot, we both had about the same luck with each Regi.
Regirock? Whatever! 3 Ultra Balls.
Registeel? A little less lucky here, around 10 Ultra Balls.
But REGICE. HOLY CRAP. I got it at the last possible toss (it was Struggling! One more and POOF). Absolutely nuts to catch.
So why was Regice so much more difficult to catch for BOTH of us? Did anyone else have this issue?

I had a really bad luck when i caught the regis:
Regirock was kinda easy, 4 ultra balls it was out.
Registeel took 40 ultra balls (I was out of them and used a repeat ball!! And then, it worked O_o)
Regice made me turn on and off the DS four times. With my 80 ultra balls, I couldn't find a way! And then, i used a timer ball mehehe.... worked)

Regirock was like 1 ultraball
Regice was the hardest, because it kept nocking out my Sleepers ( Vileploom and 2 oddishes) with icy wind. It took me around 5 ultra balls after restarting about 10 times.
Rigisteel was the same as Regice but more about 7 restarts.

Registeel was the hardest to catch, followed by Regirock and then Regice. For Regice though, it was more of a race against time; he has the lowest PP of the bunch, and his stats don't go well with his moveset (he has 1 special and 3 physical moves).

Update: Well yesterday i tried myself in my own game and regiice took no restarts and 11-12 ultras. then i went for registeel i think i restartet 1 time because i accidently fainte him and he took around 21-22 ultras. and then regirock i restarted 4-5 times because i accidently fainted him and i used around 10 ultras. And they never struggled good ending
my friend played. And well regirock took like 10 ultras or something. Regiice was like holy cr*p how long did we waste on that we spent like 1,3 or 2 hours aiy-ya-yai. and registeel took like 30-40 ultra balls.

Regice is really hard! I cab't remember how many times I restarted my GBA.

I don't remeber, it was like a year ago. I remeber Rock was easy, then I think we went to Ice, who was pretty hard. I think I was bored with the game by the time I hit Steel, so I made a new game. Now I gotta get past the Elite Four. THE FIRST TIME IS THE HARDEST

I took 50 Timer Balls to each.
Killed: Ice: 6 times. Rock: 2 times. Steel: 3 times.
Timer Balls used: Steel: 28 Ice: 25 Rock: 84

I restarted my bro's Ruby to get some TMs and Legendaries of course (he didn't care as he has Diamond now), but this time I wanted them to get good natures. I used my level 100 False Swipe Sceptile from my Sapphire and a Stun Spore Breloom to catch them, and this is what happened:
1st: Registeel. I let my little bro to catch him. It took him like 3-5 restarts only (don't remember exactly), but right after saving I remembered that I wanted him to get a good nature, and sadly Registeel had a not-so-good one (Brave).
2nd: Regice. Easiest. In the first encounter he had the best nature (Calm) so it didn't take me any restart.
3rd: Regirock. Hardest. Besides being hard to catch, when I managed to catch him he didn't have the best nature so I had to restart anyways. Actually, I tried to catch him before Regice, but he was so stubborn that I went with Regice first. Regirock was so hard to catch, that I was literally forced to teach my Altaria Sing to sleep him. Finally, after +15 restarts (don't remember the exact number) I finally got him with a good nature (Impish).
I don't remember the amount of Pokeballs I used, but I guess they were a lot because I restarted each time I ran out of them (I had like 20 Ultras, 20 Timer and 30 Pokes) or the Regi Struggled.
And btw, I got a Jolly Rayquaza

For me Registeel was the hardest because he always takes me about 50 ultra balls and 10 timer balls.
Regirock was kind of in the middle and Regice was easy to catch.

Regice was the hardest for me. Because it lost all it's PPs so quickly, and then it used that suicide-attack.
I know that I just had to lower it's HP faster, but every time I tried it used the attack.
Registeel was the one that I had to use about 25 ultraballs, 15 TimerBalls, 2 Greatballs and a pokéBall on. I caught it with my PokéBall...
Regirock was very easy. I only had to throw 3 UltraBalls, then I had it.

In my sapphire regirock was the hardest
And in Emarld it was easy with cloned masterballs

You know funny enough I caught them all just yesterday. I found Regirock easiest to catch. I just had to use 4 Ultra Balls and caught it. Registeel was in the middle. After awhile I just used 1 Timer Ball and got it, now Regice on the other hand was rather tough. I reseted multiple times and used about 20 Ultra Balls (I had just bought 40 too) just to catch it.

I cheated, my little brother just got LG and he keeps restarting at after beating the E4. So, I make him trade me his Master Balls, and I distribute them throughout all my games. LOL, I had little issue with any. BUT, I did not get to use this method with my Ruby, where I caught all the legendaries the hard way. I had the most issue with Regice only because he could eat through my lvl 100 Sceptile (how???) and slowly withered down my others as I tried to catch it.

Regice was impossible!! Oh, by the way, I ususlly use 5 ultras, and then 3 greats, then 2 poke balls, then restart the process... It works.

Ano, Regirock. It would probably have been Regice, but the only reason for that is because I couldn't "run around the cave keeping to the walls" Didn't know that walking solved the problem. I caught them so long ago that I don't remember how many balls I used. Just that I "start-select-a-b* about 20 times for Regirock.

hahaha regice bowed down to me i caught it with 1 great ball when he was at half health
i caught regirock with 4 ultra balls at full house
registeel took 32 pokeballs 16 ultra balls 22 ultra balls and 7 premier balls lol caught on my last great ball
