Obviously, guys, you aren't reading the whole thing. EVERY part of this riddle has some significance. Please don't make me spell it out for you...

Pikachu, which can easily be caught in the beginning of FRLG and fends off Water types if you pick Charmander as your starter.

You guys are on the right track... the word "hard" has two definitions you know...
Who would get "ticked off when he doesn't get his way"?

Fighting type = strong?

Finally... mankey was the right answer. Fire type's best friend meaning that, if you choose charmander, he can help you beat the "hard perils" which are, of course, his rock type gym. He gets made easily, so...

The only thing I can think of would be Bagon, staring at the sky because it wants to fly. It's power means it will fly when it becomes Salamence, which is powerful to most people....

It is always looking to North, and his power is derived from magnetism.

S_S got it right, as the dex entry for Jumpluff says that it floats on winds and must land when it gets cold.
Sorry Dark Scyther, but I only take exact answers >.>

It lives in cyberspace.
