I just got gold, and I got the fogbadge/hm: surf, and I don't have any pokemon who can learn surf...(no water pokes. btw, i chose cyndaquil...) did I miss a fishing rod or something?

You missed the Old Rod.. You get it from a fisher man or guru or something who is found in the pokemon centre just before you go into union cave
also by now you can also go to Olivine city.. theres also a fishing guru in one of the houses in that city that gives you the good rod
BTW.. where did you get your gold version from? Is it new or used?

used. I got it from Gamestop, but earlier, i had gold, but sold it, and I bought it again. WTF WAS I THINKING???^^

I believe he's asking because you could have gotten it from a less trustworthy source (EBay, KMart, etc.) Gamestop isn't one of them, as I buy many of my games from Gamestop and I have no problems whatsoever.
Anyway, after you get Fog Badge, go west toward Olivine; you'll get the Good Rod there. You can fish in the harbor for many good water Pokemon; Chinchou and Shellder are among them. Actually, if you snagged a Sentret on Route 29, it can also learn Surf. That's primarily what I use, but realistically it's up to you.
You may have gotten Surf already (I couldn't tell from your post), but it's in the Dance Theater, after you beat the 5 Kimono Girls and their Eeveelutions.

yeah, i got the surf HM, and I just beat my rival in the burned tower, but do i need to release the dogs now? ({entei} )or should I wait until later? by the way, I beat gold once before, but I sold it... (years ago so I forgot a lot) And if you know any HM slaves, that might be helpful. I spent an HOUR fishing, trying to get a magikarp higher that lv. 10...THERE WAS NONE! to make it worse, it doesn't even learn surf!! STUPID

That's because you were using the Old Rod. In GSC (and only in GSC), the levels the fish are at, depending on the rod, remain static.
With Old Rod they will always be lvl 10.
With Good Rod they will always be lvl 20.
With Super Rod they will always be lvl 40, with one exception - fishing on Route 45, in which case they are at lvl 10.
That's your problem. Good Rod Magikarp will be lvl 20.
And you don't have to release the dogs now. My suggestion would be to wait until later. Get more badges, beat the E4, and so on.

Id say you should release the dogs now (you'll need rock smash to do so, you can get it from the fat guy on route 36 i think after you beat or catch sudowoodo, you can all so buy it in goldenrod) this way if you run into them from now until the elite four you will have an easier time tracking them down with your pokedex later.
As for good HM slaves
Chinchou-surf, waterfall, whirlpool, flash
Sandshrew-strength, cut, rock smash
Oh and magikarp cant learn any TMs or HMs

you could of just raised a majikarp to lvl 20 so it would evolve to gyardos which is strong and learns surf or you could just wait to get the red gyarados

Except that you cant get the red gyarados until youve beaten the sixth gym and he needs to get over to cianwood now
