Do these 2 legendaries require an event? And how do I get the national pokedex?

You get the national dex after you complete the following.
-You have beat the pokemon league
-You have seen all of the sinnoh pokemon. Except Manaphy, Event pokemon, Giranta, Electivire, Magmortar
Go to professer rowan in sandgem town after completing those tasks.
Giranta is not an event pokemon. In fact I am battling him this second.
Cresseria is not an even pokemon eihter. But she is a runner PKMN

You do have to see the trio. I think you mean regigigas.. You dont have to see regigagas or phione.

I dont know because I havent even seen it yet.. I think you need to migrate all three of the other regis first and then something opens up close to snowpoint city or something..

you get regigigas by getting national dex then transfer regirock, registeel, and regice through pal park and have then on your teamwhen you go into the ruins in that snowcoverd place, regigigas is level 70 and took me two tryies of running out of pokeballs befor i caot it. save befor battle like i did incase its just as hard for you

I just got Regigigas yesterday using a Master Ball that I AR'd once in my LG version (don't ask).
To get National Dex, you need to see (not capture) all 150 Sinnoh Pokemon. That does not include the following:
-Evos of previous Pokemon, like Dusknoir, Electivire, Rhyperior, etc., and Rotom
-The following legendaries: Manaphy (even though it's Sinnoh #151), Heatran, Regigigas, Giratina, Phione, Crescelia, Darkrai, Shaymin, and Arceus.
This means you will have to fight Uxie and Azelf (and preferably capture them), but you merely need to see Mesprit. Also, if you are curious about Dialga/Palkia, after you beat the Champion, the character opposite gender of you will say the Celestic Town elder has something for you: a book with the version counterpart (Palkia/Dialga).
Now for the real deal:
To find and obtain Regigigas, you must first transfer all 3 Regis over from Pal Park then head to Snowpoint Temple. Before you can't go in, but Candice will allow you. There are no HMs required, but if you want the items and going through faster, bring Strength and Rock Smash. Also you will need to bring Regirock, Regice, and Registeel. Once you reach Regigigas' statue on B6F, talk to it to engage battle with a lvl 70 Regigigas. (If you don't bring the Regis it stays as a lifeless statue.) It knows Superpower, Stomp, Confuse Ray, and Zen Headbutt (Psychic, Physical, Pow 80 Acc 90 PP 15, may inflict Flinch). For about 5 turns its Atk and Spd are halved from its ability Slow Start. Because of this, Regigigas is not that good of a fighter, sadly.
As for Giratina and Crescelia and Rotom, I need to find those out, as I'm working on Heatran now. (Long winded, yes I know.)

rotom is in the old chateau tv room after you get the national dex
cresselia you have to go to canalava city and go in the house above the sailor talk to the mother and the kid in bed then talk to the sailor outside and he takes you to the place where cresselia is(hes a runner pokemon)
giratina is at route 214 theres a new path there on the right side of the road somewhere and you go through it find the cave and get through it and at the end is giratina(you also need a pokemon that knows rock smash and rock climb to get to it)

It can only be seen during the night I caught it at around 9-10 pm
