I thought of a somewhat untouchable Arcanine Moveset, in a way:
Substitute
Protect
Safeguard
Extremespeed
Yeah, you would probably need to get a LOT of PP ups, but this Arcanine would probably do good in a one and one battle, unless he's going against a Steel or Rock of course.

Only one problem. What if he goes up against, say a Pokemon who has a high defense that Extremespeed won't immediately waste? For instance, Miltank. It has a ridiculously high defense and can learn Rollout, a very evil Rock type attack. Sure, you can use Protect a few times, I guess, but keep in mind that the chance of Protect succeeding when used over and over halves each time you try it. Soon, it's not going to help at all. Then, Miltank uses Rollout, and Arcanine just bought himself a trip to the Vet.
It is my opinion that an ideal moveset has two defensive moves, and two offensive moves whenever possible. Try adding Flamethrower in place of Protect. You'll get a nice STAB bonus for that one.

Well i really like Arcanine and would never put safeguard and protect together on him.
Maybe taking Safeguard off for flamethrower give it a nice Edge on those pesky steel types.
My arcanine knows these moves Extremespeed, Flamethrower, Toxic, Dig

ok think here, arcanine is the attacker out of the two, ninetales is the special attacker,so here is a move set for it.
extreme speed
protect
flamethrower or flame wheel(if it can learn it)
sunny day to power up the fire move when needed
lets say ur opponent is going to use hyper beam, and it can take out your pokemon in one shot, this is where u can speed,or protect, well protect and use sunny day the turn they are charging, then lets say it is a low deffense pok,but has a high speed, speed it,but if it has a high def, then just flame it and call it a day. though i never really use arcanine.

Now you shouldn't just waste a turn powering up a fire type move unless theres some other reason to use it. Like Solarbeam, which I'm pretty sure he can't learn.

Ninetales w/Charcoal
SunnyDay
OverHeat
FlameThrower
ConfuseRay
ability FLashFIRE
say It gets hit with a fire attack (fire+50%)
Then uses SunnyDay(fire+ 50%)
with Charcoal
then FlameThrower or Overheat
=Flaming death*_*

Besides the fact that no-one would attack a Ninetales with a Fire Attack in the first place, and the pokemon most likely to HAVE them in the first place are fire pokemon, yeah, that would hurt.

Go away. That is spam, the strategy is not thought out. Sub and Safequard require speed. With this speed, extreme is inferior. Without this speed, those two moves are inferior. That as a whole is a contradiction. Why no stab? Normal is a poor type as an only type for your pok
