RS: Getting the national Dex after completing the Seveii Islands quest and getting a 60+ pokedex. May only use a link cable.
E: Same as RS, but you may use a wireless adapter as well.
To evolve each pokemon, check their pokedex page for what they need. If you need to trade with an item attached, trade them to another game (any advanced gen will do) with the proper item attached, and voila.

If you had bothered to read the FAQs for FRLG, you should have spotted the answer to your first question. Here's a link: http://www.psypokes.com/forums/viewtopi ... 79&start=0
Here's the relevant text from that topic:
Quote: ~Ruby/Sapphire to FireRed/LeafGreen:
In Ruby/Sapphire meet to requirements for trading between Ruby/Sapphire versions and in FireRed/LeafGreen after beating the E4 get the Ruby & Sapphire and give 'em to Celio in the Pokemon Center on One Island.
~FireRed/LeafGreen to Emerald:
Give the Ruby & Sapphire to Celio in FR/LG, and in Emerald beat the E4 and get the National Dex.

Eh? This has nothing to do with necromancy. Necromancy refers to the revival of old topics without adding anything significant to the topic. Since your question has already been answered, by both the FAQs and JsXtm, I'll lock this. PM me (only) if you need this re-opened.
