 Completed Sapphire Hoenn Dex, where is Prof. Birch?

Post Completed Sapphire Hoenn Dex, where is Prof. Birch?
I complete my Hoenn Dex in Sapphire and beat the elite four. Prof Birch congratulated me on 202 of 202 pokemon. Where is Prof Birch now? I looked in the lab with no luck. I am supposed to get a Johto starter, right?

Too bad. This only occurs in Pokémon Emerald. But still, congrats on getting the Hoenn Pokédex complete.

Correct. The Johto Starters are only available by completing the Hoenn Dex in Emerald, not Ruby or Sapphire.
