I've heard things about a truck glitch in which you use strength on a truck and a mew is under it. I know it's not real, but I like knowing the story. Could someone explain it to me? Like is there really a truck?

There is a truck, yes. But it serves no purpose.
Here's how to see the truck:
Beat the Cerulean gym
Get CUT from somewhere else (trade)
Beat the game until you get surf
Now go to vermillion harbor. Use surf, and you will eventually see a truck.
Thats it. But it requires a few key things:
1.) Don't get HM01 Cut from the captain
2.) Get cut from somewhere else.
3.) Don't get HM01 Cut from the captain
4.) Get cut from somewhere else.
5.) Don't get HM01 Cut from the captain
6.) Get cut from somewhere else.
7.) Don't get HM01 Cut from the captain
8.) Get cut from somewhere else.
9.) Don't get HM01 Cut from the captain
See, once you get cut, the ship leaves. If you don't get cut, the ship won't leave.

couldn't someone just get cut from the captain, then go battle a trainer and faint, thus appearing at a PokeCenter?

Yes, that's how it's done. I don't know how Peanut-Lover expects to "get cut from someone else", when nobody else in the game gives it to you.
HM's can't be traded, since they're key items.

You get a Pokemon in a trade that already knows Cut. THAT'S how.

Well, it's kind of silly to go through all that trouble, when you can just faint yourself in the ship. :p

And lose money? I don't think so.
Also, you can trade HMs in GSC, but you can't trade items.
So, you have them learn it in another RBY game, or in GSC

You don't really have a lot of money at that point in the game. Just use up all the money on things like Pokeballs, and you can faint happily.

 That was just a silly little rumor that began floating around... of course, approaching the truck is completely possible, but it's rather pointless. Some people even went as far as to say that you could find a second Mewtwo, or a... "Mewthree," was what I believe they called it. Some were way more outlandish than others. I was younger when I heard about this, and being very gullible, I tried it out... total waste of time.

That, of course, would imply that your Pokemon would have to be weak enough to faint before they started using Struggle or something.
But yeah, there is nothing there at that truck (since this is RBY). I've used Itemfinder, looked around everywhere else in the harbor...there is nothing else. Trust me. You are better off just not bothering.
