Does it prevent self-reduction?
Ex. If I use overheat, will Sp Atk be lowered?

No, it does not prevents selfreduction.
The same thing happens with regice, you can't use superpower without the nasty attack and defence lower, even do you have clear body.

Aw...that sucks...
So this brings me to my next question.
What would be a good high special attack move for Torkoal? If it lowers Speed or Atk afterwards, I doesn't matter to me.
Or should I just put Flamethrower or Fire Blast on him? He's going to be a Toxi-tank/staller.

I would use Flamethrower or Heat Wave, which carries 100 base damage, which is more than F-thrower, but only 90% base accuracy. Also, there are those out there that have no problem with Fire Blast, despite its 85% base accuracy (I'm not one of those people . . .).

Hold on, if he's gonna be a toxi-tank/staller then why use such a large move? What's standard on a toxi-tank torkoal is something like Fire Spin, Curse, Toxic, and Rest?
I like the idea behind it, And always liked 2-hit killers.

Iron Defense (Could change if I want since his Def is already very high)
Amnesia
Toxic
???
He has a (-atk, +sp def) nature.
So I need a good Sp atk move for damaging (preferably fire for STAB, and since I don't have any fire attacks on my team)

Take advantige of heat wave, double battles will be easy since toarcoal will have a strong self defense move.

Hmmm Interesting. I personally think It's great, but since I've gotten into Netbattle I keep thinking of all the standards and what I would see on there. No doubt yours is a strong set though.

Off course your defence is sky-high; but weakness to EQ and rock slide means that this thing isn't such an impresive physical wall, seriusly, most hard physical hitters 2HKO it with EQ.

Yeah, Iron defense over rest. A strong attack pokemon with earthquake could faint it in two hits, making rest useless.
