I'm aware that in the battle tower in RuSa groudon, kyogre, rayquaza, ho-oh, lugia, mewtwo, deoxys, mew, jirachi, and celebi are restricted but the three legendaries of all three generations are not restricted (i.e. articuno, suicune, regice) but I'm wondering which legendaries are restricted in the battle frontier (because psypokes guides just say legendaries which is vague at best) anf if any legendaries (including the ones for the battle tower in RuSa) are restricted in the trainer hill. I'm curious becuase i'm getting emerald in a couple of days.

Good for you for looking at the Psypokes Guide before posting. 
I'm almost positive that all legendaries are restricted in the Battle Frontier and Trainer Hill.

The Regis, the dogs, the birds and the Lati@s are allowed at the Frontier; some of the Frontier Brains and some trainers use these legendaries. As for the Triner Hill I don't know, though I find it somewhat similar to the Trainer Tower in FireRed and LeafGreen.

The Regis, the kanto birds, the dogs and the Latis are allowed.

ya The Regis, the kanto birds, the dogs and the Latis, but note they dont have very great move sets.

well i just tried with kyogre cuz it was in my party, and youre allowed to use it in trainer hill so youre probably allowed to use everything else as well.

thats right. the restrictions from the RuSa battle tower are the same as those in the emerald battle frontier. the only legend i would even think about using (and do use) is suicune, but the lati@s would also be good.
you can use anything you want in the trainer tower. even repeated pokemon (eg 6 rayquazas, not that i would recommend it).

Anyway, the following Pokemon are allowed:
Kanto Birds, Johto Beasts, Hoenn Regis, and the Eons. Everything else is not allowed (ESPECIALLY Kyogre, Groudon, and Rayquaza because of their freakish power). However don't go all legends. If you do your repertoire will be very limited.
