You need to capture Raikou, Entei, and Suicune, then go back to Tin Tower if I remember correctly. |

Actually I think you meet Eusine in Celadon City Pokecenter and he gives you the Rainbow Wing after you have caught Entei, Raikou and Suicune. I'd suggest checking the site for it, Here is the page about it, Scroll Down to 6. http://www.psypokes.com/gsc/crystal.php |
