Ok in Firered u can tutor Blash Burn, Frenzy Plant, and Hydro Cannon.
My question: Can u teach those to traded beginners? If so what level(s) can u teach it to them?

they have to be in their final form and yes it works on traded pokes too

Um no it does not work on trade pokes...
Well Actually it might but it has to have a hogh happiness rating so it will take some work if its traded.

Yes that is what I am talking about they have the lowest happiness so it takes super long to get them up.

Yes, as long as they are in their final form and have high happiness, they can learn those moves. Since trading reduces happiness, you have to raise the happiness again before you can teach those moves.

It works on all three pokemon
but you must have a very high friendship with your pokemon

Actually sNOwBaLL, doesn't it reset happiness to the level it would be at if you catch it, not 0?
Edit: but Pyspoke's own happiness guide states that it drops it to 70...

I'm confused, I admit. To clear things up, check out the Happiness Guide on the main site again
There is a section called "Base Happiness" which will tell you how much Happiness would decrease when a Pokemon is traded. Happiness only drops to zero when the Pokemon being traded is a non-bird-non-Regi-non-dog Legendary.
