So, I recently got HeartGold and started playing my first run-through. In most other games, I choose two pokemon, hopefully available early in the game, that I will teach all 8 of the HMs to, so I can explore anywhere with only 2 pokemon slots wasted on HM pokemon. In the Gen 3 games, I typically went with Tropius and a water pokemon of some sort. Are there any similarly good combos that you've discovered, that can learn all 8 HMs between the two pokemon?

I've always found using a Normal-type and a Magikarp, which I train 'til my brain falls out to get Gyarados, but as for HGSS, Hoothoot and Sentret. Maybe. I dont have HG, only SS, which I just finished about a month ago, so I dont know what your options are. But if you get a Bellsprout, you can trade it for Rocky the Onix, which can learn Strength, Rock Smash, and Dig (not an HM, but still a good choice).

Sandshrew is also good, able to learn Cut, Rock Smash, Strenth, and Rock Climb.

I done a bunch of Psydex moveset searches, and I think I've hit on the best pair for HG/SS, given the 8 HMs there: Cut Fly Strength Rock Smash Surf Whirlpool Waterfall Rock Climb Tropius is not naturally available in HGSS, but I can pal park from one of my Gen 3 games, and I can't figure out another option. There aren't many pokemon that learn Fly and 3 other HMs, and most that do are either legendaries or Ubers (like Dragonite) that take forever to train. Gyarados is good, but would be fantastic if it learned Fly...

Bibarel is generally seen as the ideal HM slave, as it can learn everything except for Fly. You'll likely have to get one in the Sinnoh Field route of the PokéWalker, as wild Bidoofs don't become available in HG/SS until the post-game scenario, if I remember correctly.
