Reading the Best Starter topic, I noticed that there are people who choose a particular starter because it's hard to find another good pokemon of that type.
So barring Treecko, Torchick and Mudkip (and their evolutions), which pokemon in S/R/E are your favorite Grass, Fire and Water type?
And do you wait for the ideal pokemon, or do you start with a grass/fire/water that's easy to find at the start of the game and then switch to another one later?

Example:
Milotic isn't available until later in the game. So would you leave out the water type until you have Milotic (aka wait for the ideal pokemon), or start with another Water type and then switch to Milotic later? And if you start with another pokemon until you can add Milotic, what other pokemon would that be (i.e. until you can catch Milotic you'll settle for Wingull)?

It means that, since you want Milotic as your water type instead of Mudkip, but it's far in the game, you catch a wingull to be your water type till you get Milotic.

Added dark type/Massive defences, that benefit from status increasing moves/easy to obtain, and its defence+attack just owns anything.

{ludicolo}/{houndoom}
Probably the best Grass type in RSE without trading, and fills the Water role quite well/The only decent Fire type, STAB'd Crunch and Flamethrower
I didn't include a seperate Water type for simple reasons.
If you honestly need a replacement for Houndoom for anyone who doesn't have Emerald, then I suggest forgetting about a Fire type. Slugma is pointless, Numel has no decent moves, Vulpix is moderatly alright but nothing special, Torkoal is just worthy enough for use.

Ludicolo can act as a great Spec. Sweeper, Spec. Sponge, and Drainer. Cacturne is decent, if you want a separate Grass type. For Fire, there aren't many Fire Pokémon out there, but Houndoom is probably the best. Also, if you aren't totally racist about Dragon Pokémon being Physical, you could possibly use Elemence or Sunny-Day-Flygon for a Fire type.

They're all a little difficult to get in Hoenn.
And to answer the second question (me, not reading again...) I usually substitute it with something rubbish. For example, if I wanted to wait for a Tropius, I'll use Shroomish, and then abandon it when I get to Fortree.

water:
starmie-an excellent sweeper, but as it comes late in the game, it is okay to go with wailmer because of high HP/spec atk.
Grass-definently shiftry. It learns a good amount of TMs and can be a good physical or special sweeper
fire-I don't have mich knowledge in this type, but I think torkoal is pretty good with its defence

However, Wailord doesn't quite have the defences to back up the HP. ANd it evolves at Level 40 and I refuse to train no one that evolves that late (apart from Flygon )
