Is there any other way to find a Pokemon's exact DVs other than battling over Wi-Fi or raising your Pokemon to level 100?

Try the DV/IV calculator in the Website's Pokemon Tools section. You just need to key in your Pokemon's stats(without EVs), nature, level and bingo! There's your answer.

But he wanted exact. So you can't get exact in lower levels with IV calculator. Best way is that you get IVs range, and if they are good raise. Count EVs, or clone rare candies as I do (Fastens IV check). And then Ceck IVs with calculator. Sometimes ranged numbers can be crucial such as with subpunching T-tar who has to has Hp IV 31.

Actually, it's quite impossible to find out the exact DVs at low levels. Lvl 50 should be more than enough to get you a short range of DVs your Pokemon may have.

I don't know how to clone items though. I know it has been mentioned plenty of times before, but I don't remember.

If you have enough Rare Candies, then save, raise your pokemon to lv100 to get the stats, and reset.

Well I breed in emerald So I can clone them in there, and then switch to Pearl. Ofcourse you can't breed DP Pokemon.

I can't trade over GTS nor do I have any other Pokemon game.

It is still possible to amass enough Rare Candies through Itemfinder or - if I recall correctly - battle points in the Battle Tower.
(Due to the way stats are calculated, you have to find a way to see your pokemon's level 100 stats to find exact IVs)

You can use AR codes. They're 99% accurate. The flaw is that the order of the IVs are slightly different (very minor flaw). The major flaw is it detects 0s, but sometimes "lies" about which stat has a 0.
