Depends what it's ability is. Hustle or Serene Grace?

With hustle I'd say

Adamant @ wide lens.
252 ATK 252 HP 4 DEF

-Extremespeed/Brick break (or focus punch w/Sub)
-Last resort
-Sky Attack
-Roost/ Sub

Hustle makes your 50 (55 with adamant nature) base attack up to 82.5 base. which is still quite low and your acc is dropped by 20%

So the best was I see is to compensate with very high attack moves. Last resort is 130 STAB and Sky attack is 140 STAB. Both enough to make up some difference. Wide lens helps bring your base acc up to 90% and Roost/Sub is for staying power. The fighting move is to break Rock/Steel that normal/Flying are resisted by.

I can guarantee you a Flinchkiss works better. Try this:
{togekiss}
Nature: Modest
EVs: 252 Hp, 252 Sp. Atk
Item: Leftovers
Moves:
~Air Slash
~Fire Blast
~Thunder Wave
~Aura Sphere

or this:

{togekiss}
Nature: Modest
EVs: 252 Sp. Atk, 252 Spd
Item: Choice Scarf
Moves:
~Air Slash
~Fire Blast
~Aura Sphere
~Grass Knot/Energy Ball/Shadow Ball
:)

Serence Grace
Nasty Plot
Air Slash
T-Wave
Roost

One word: evil

If he (I know him personally) wants a Flinchkiss, why not give it razor fang? Or king's rock? (it is King's Rock that makes opponents flinch sometimes, right?)

I'm not too sure about this, but I remember coming across something that says King's Rock doesn't work with Serene grace or something like that. I can't be sure at all though.

Anyway, with Thunder Wave and Air Slash, I belive the foe already won't have much of a chance to move at all even without the King's Rock. (If King's Rock works) Since that's the case, I guess a Leftovers will be better of investment. :)

OMFG, yes. It is the most evil thing ever, although the one I fought preferred Toxic over Thunder Wave. I'm not sure what his EV spread was, but I'm pretty sure it's that (glares vindictively <.<). It was my very first online battle, and it managed to pull off 2 nasty plots and pwned my team. It woke up before I could 2-hit KO it...then it...it ROOSTED.

I agree. Serene Grace is enough. Stick with leftovers.

Stick with Leftovers for the item. Toxic is useless on a Togekiss.

My friend has a {togekiss} and it can beat my whole team that is the same level as it. He uses this moveset:

{togekiss} @ King's Rock
Serene Grace
Modest
252 SpAtk, 129 Def, 129 SpDef
Roost
Air Slash
Thunder Wave
Aura Sphere

Thunder Wave is to Paralyze them so they are slower, then he Air Slashes for a 80% flinch rate if you add the King's Rock effect. There is also a chance that the paralysis will keep them from attacking. Roost is for healing. Aura Sphere is to hit an evasive foe or a Pokémon that is weak to fighting. It is SO ANNOYING!!!!!
