Okay this is the first competive Pokemon Im training and I've completly EV trained it but I'm not sure if these DVs are good or not and also I can't come up with a good moveset.

Never use hyper beam. It is a terrible move, with the recharge turn. you basically give someone a free switch in, or if you used it on a blissey or anything with good special defense and a healing move, they can heal off the damage in the recharge turn. The only exception, is a silk scarf adaptability porygon-z, and you're basically making yourself a kamikaze. Also, why would you give it to something with only 95 base spA? Why not take advantage of its much higher attack and ability to dragon dance?

Okay if I give it DDance then I waste a turn in which a faster Pokemon could hit me.So right now I'm set with:

If you're worried about faster critters hitting him, then bulk him up - switch some (or all) of those speed EVs to HP. He'll be able to DD at least once, which will help mitigate his speed issues and will allow him to form Ultra Megazord with his attack. Given your set above, I'd run:
@ Lefties
Jolly; 252 HP, 252 A, 4 Spd
Dragon Dance
EQ
Crunch
Stone Edge
Consider dropping Ice Beam in over Stone Edge. The latter takes out Skarm, certainly, but lots of T-tar counters are heavy grounds; Ice Beam will make them think twice about staying in on such a bulky T-tar.

There's one problem though: Dragon Dance is an egg move. I would think that the original poster wants to work with his current TTar instead of restarting again. Even if it's possible, it's speed IV is too low to use it effectively. For instance, it won't outspeed Dugtrio and Garchomp even after one DD.
As for those question marks, it's really hard not to go with Stone Edge. High attack, high base power and STAB makes it killer. Pursuit could of also been a good option, but it needs breeding for that. A special attack like Fire Blast, Thunderbolt or Ice Beam can still work even with a -spAtk nature, since it can use it similar to Salamence (to dispatch Skarmory and/or Bronzong).

I can always breed again.
Only thing is that my Adamant Ditto has perfect Attack,HP,aand pretty good Defense,just not speed.Is there a way to get the perfect Attack and HP,then breed it with a Pokemon that has DD and perfect Speed(or pretty high)and keep the Attack IVs?

Here is a guide by X-Act and Peterko of Smogon which details breeding for IVs.

I agree with medichamrulez. Nature should be brave and last move should be payback. don't train speed on t-tar cos payback'll x2 if it comes 2nd= 100 damage.

I think this is the best way to run a Tyranitar. You can take care of the Blissey's, Skarmory's, Gyarados's and many more with Tyani-Boah.

I don't know about that. Tyranitar has a much higher chance of hurting the opponent with physical attacks than non-physical.

Good one...but some of those EVs should be allocated to speed to outspeed Weezing and some othe Walls...

Actually Tyra-boah is not a sweeper is more like a wall breaker...
He can kill all counters of the physical version...
Skarmory,Hippowdon,Phiysical Stallers...
and if they send a blissey to take the hit ...
Boah can use 101 Substitute that resists both a Seismic toss (needing 2 to break it...)
or a weak ice beam(because of the sandstorm defense boost )
And throw a powerful Focus Punch in the face....
This thing is SCARY don't mess with that...^_^
It was stronger on advance but it still kicks up fine.

Assuming that you wanna keep that Tar, try the Choice Band set that Roar of Time listed, but take the 252 from Speed and put it into HP. Your Speed IV tells me that you're not outrunning anything anyway so worry about taking hits instead of Speed.

You got to know what you're doing...
Agreed. The best thing to do in any switch-in is to scare your opponent into switching themselves. Then it's a free Pursuit/Dragon Dance etc.
