EDIT: i just realised where this post should be, how can i move it to the sinnoh region forum :?

You're supposed to carve the name of the person you "give your thanks to" in that rock when the event happens.

You carve the name of something into the rock (after you get Oak's Letter), then the Seabreak Path will appear. Pull your bike out and ride in the fast gear, as the path is loooooooooong (it takes 2-3 minutes even in the fast gear). At the end there will be a lvl 30 Shaymin. Catch it, and then do a happy dance.
And that's basically the white rock in a nutshell.

that would have bwn a fun way to incorporate the touch screen into the game as if you were actually "carving the rock"

Uhhh no it does not take 2-3 Minutes to go through the path and get Shaymin. More like 30 Seconds AT THE MOST to make it through there. I know as I myself have used the walk through wall codes and caught Shaymin myself. In fact I caught all 3 of the Event Pokemon long time ago at there Proper spots (Darkrai=Full Moon Island.) but traded them away for better Pokemon.
