Um, those places? Also try the Upper Floors of Sky Pillar, Match Call Trainers, the Gabby and Ty circuit (Route 111, Route 118, Route 120), and Victory Road.
Please Only add a post to this thread if you have somewhere else to suggest! We don't need ten pointless messages saying "Yeah, those are good places, JsXtm."
Thank you for you time.

Same Places, with the Exp. Share, and a high-leveled pokemon in front, until he's at high enough levels to fight on his own. Or else possibly the Magma Hideout, which has wild Geodudes and Gravelers in abundance.

I haven't done extensive training on a Ninetales, but for Starmie, try the back area of Meteor Falls (you'll need Waterfall). If your Starmie has either Ice Beam or Thunderbolt, you can go wild with shooting down the Golbat. I think they have pretty good EXP (even better if you could trade over a Chansey you caught in FR/LG holding a Lucky Egg to double that) as well as 2 speed EVs (I assume you'd also want to train Starmie's speed).

Try the desert (Cacturne and Trapinch) and Sky Pillar (Golbat and Altaria).
for Starmie and that route which goes from Fortree-Lilycove for Ninetales.

for starmie, fishing with a super rod in any water is good training. for ninetales, right beside the berry masters house there are good battles with manectic

A really good way of training (If you have a High-level pokemon)is to Mix records with a friend who has 6 Lv.100 Rayquaza with a none-damaging attack(like Sunny Day or Rain Dance), Then you go battle him (or her) in His/Hers Secret Base. It is Perfect for Training a low level pokemon with Exp.Share
PS. I battled my friend and got about 5000 exp from a level 76 Rayquaza. DS.

No, you can't. but you do from Secret Base battles, so that is always a feasible option.

Actually, if you are playing Emerald, you can just clone rare candies , making everything easier, saving time on filling up your Dex, and making EV Training easier since you can get your pokemon to a high level and then go wild EV training with Pokerus and Macho Brace. Really, cloning is pretty convenient.

Cloning Explained.
You probably can't steal items from other people (in a direct link, or a secret base) because that would make it too easy to get a bunch of rare items, given that you can battle someone in their secret base as many times as you want (once a day), and steal an item every time.
As for your Blaziken, the Match Call, the Gabby & Ty cycle, and Victory Road are also good spots.
