Well, first you need some creativity and talent in you. Next, you need to design a layout for what you're creating. Once you've done that, start making what you want. I use Windows' paint application, but there are programs that are a lot better. Look on CNet Downloads for art programs. Once you've made what you've wanted, you can upload it on webspace, such as photobucket.

Hope this helps. Yes, it would be a lot easier if there were a machine that drew for you, but there isn't, so uncreative people like me must rely on artists like Confused Flareon or ShadowFlygon to do stuff for them -_-

Well, sorry, I'll use a different technique next time I'm bored! :P
