I rate it sorta. It looks cool when the blast is forming in Lugia's mouth, but the beam looks like RBY'ish. Might I suggest adding coils around the beam? Sort of like Solar Beam in RSE.

Looks sweet, I say. But I do agree that some coils (gold or blue, methinks) would make it look cooler.

That's difficult. The blast was influenced by the anime's depiction of the attack.

It looks good. RBY looks like this though....
