If you breed two Pikachu or Raichu, and one of them is holding Light Ball, the resulting Pichu will know Volt Tackle.

I think you have to get it in R/S (  Safari Zone ), Since I caught 76 Pikachus in the LG Powerplant and none of them had it.

EDIT: I just went for one, got it on the 4th Pikachu. Then I decided to get a second Lucky Egg in FR for Sapphire, and got it on the first chansey I actually caught. one hell of a good luck streak... Not to mention earlier I was taking the bus to go out to lunch and got a free ride since the bus had a defective fare machine.

I caught two Pikachu's in the safari zone. One was holding a lightball and the other wasn't. I'm not sure if it's a factor or not, but the female was holding the lightball, the other one, which was male... was not. O_o
That's funny... I never knew. O_O;;; I breeded my Raichus (that used to be those pikachus from the safari zone) and they had two pichus, neither of them knows volt tackle... XD Did I do something wrong?!

a  will only learn Volt Tackle when you follow this procedure in Pokemon Emerald  plus if you have Pokemon Colleseum and I have the guide that says that you can use Theif on one of the  s in story and you can get Light Ball!   _________________<center>  </center>
