Is it Shelmet?
-it lives in boggy/swampy areas
-it can have the ability Hydration or Overcoat. It is weak to fire, which is boosted in the sun
-it can learn acid/mega drain etc. Also:

Excellent work, DragoBoy!
The first two are explained perfectly, especially the weather part - you even got the misleading sun part right! BTW, note that the rain is Refreshing~
Third line is right too, referring to all those Leech Life, Mega Drain, and Giga Drain it learns plus Acid (Japanese name translates to "Corrosive Liquid") and that Pokedex part.
Fourth line is Recover (Japanese name translates to "Self-Regeneration"; "Restoring its own cells, the user restores its own HP...") and surprise surprise, Acid Armor ("The user alters its cellular structure to liquefy itself, sharply raising its Defense stat.")!
Fifth line is flawless.

Its pink, Clefable is regal (Sorta), and it can learn Doublslap and Encore.

Nope.
Don't concentrate too much on the pink clue, it can be misleading ;)
And "*clap-clap*" has nothing to do with moves.

NIdoran? The male is pink. Its final evolution is Nidoqueen or Nidoking. I'm not sure how the other clues fit it.

I doubt this is right but Slowking? It is pink and can be male ( i know that's misleading but still) It has a regal evolution (King's Rock) regal hair (the "shellder" that is a crown could be considered hair) Again not confident but it seems just out there enough to be right.

- Small impressions = I'm guessing impressions mean footprints? Surskit does have very skinny, thin legs...though its footprint is actually larger than Regice's one-pixel footprint lol
- Smells nice = "It secretes a thick, sweet-scented syrup from the tip of its head."
- Unique typing = No other Pokemon shares the Bug/Water combination, or even Water/Bug
- Perform well in Rain = Both its normal ability (Swift Swim) and its Dream World ability (Rain Dish) help it in the rain

Could it be Lotad? It has unique typing (Grass/Water), small footprints, I dont know about the third part, but its water type, so rain can power up its water attacks.
