There is one that is highly similar to this in Kanto Region. But, I guess I'll abide by the order of Frost and not report it for deletion. Or to be moved.
Just to humor you though, anime speaking, Mew. But as far as power goes in the games, Mewtwo.

Now that I think about it Mewtwo is bigger and could mabye win. Then again Mew CAN transform.

I would pick Mewtwo everytime due to having higher stats, hes a clone of Mew given enhanced Psychic powers.
Although Mew can use Transform and Metronome
