Has anyone ever noticed that when you cross over into Kanto that on the map it says Tohjo Falls?? Is this a typo or was Nintendo really trying to confuse its gamers?

Neither. I don't exactly why they called it that, but who knows?

It's intentional. It's the end of Kanto and the start of Johto.

I always kinda hated Tojoh Falls. I get why there would be a cave between the regions, like if you were passing through a mountain range that makes the border, and I get why there would be waterfalls, because they're cool (and to make sure you kept yourself out until you had all the badges) but make up your mind, indoor waterfalls are only cool at fancy hotels
