There's currently no known way to get a Light Ball in Black or White. It'll probably be released in the future, but for now there's nothing.

The only way to get the Light Ball right now is by obtaining the recent event pikachu from Japan.

Yes, it's very possible. Just try talking to different people in Black City in the Entralink, and eventually you'll be able to find them. They should come out in any season. Good luck!

Each Pokemon that appears in White Forest is linked to a specific NPC - each NPC makes a specific Pokemon appear. If you can't find Ralts or Bagon, that means you need to find the NPC who does. In Black City, they will instead appear as a trainer with the highest evolved form of that Pokemon.

I know you don't run into Ghestis again but I don't know about the others I don't think you can go to other regions but i don't know.

It is for a special event deel that has not come yet I think you get the TM snarl .

I think you take in the event item Locked Capsule and then he opens it and gives you the TM for Snarl, but that item is unreleased. I think it was actually supposed to be for HGSS, so it might not ever be released (I could be wrong though).

You need a Pokémon that knows Charge from the version opposite of yours (Black if you have White, White if you have Black). He gives you a Cell Battery (+1 ATK when hit by an Electric move, one use) in exchange.

iirc, the number of people in White Forest and Black City is based on how long it took you to beat the E4 the first time. The longer you take, the less people there are. If you know someone with pokemon black, you can steal their citizens from Black City by visiting their city via the wireless function.

edit - you also lose the people over time if you don't keep talking to them.

I think so. i thought the pokemon you could catch in the forest were linked to the people in the town

Correct; you get more people in Black City/White Forest by talking to them in the Entralink of another person; they will move to your game. Then, depending on which NPC you brought over, specific pools or grass patches will appear. Each NPC is linked to a specific Pokemon.
