If I keep getting it groomed is it possible to have a Togepi evolve at level 2?

Run or bike 65,025 steps while it is in your party, ANY pokemon in the game no matter what it is will have max happiness after that regardless of what it is. Most will be max happy after just 47,175 steps.

Check out the happiness guide in the main site. You can easily raise happiness many different ways to max without having to battle with it.

I just give it that bell thingy and keep it in my party until its happines is maxed then I give a rare candy to make it evovle

I have never had a pokemon that evolved rom happiness evolve before level 15 even with using every method toup its happiness but for the most part sounds like you're on the right track with the grooming method. good luck

Get it to learn metronome first!

- If you're that eager to get togetic, then bike and max it's happiness out , and give it a rarecandy

- If you want to wait a awhile (which if you want it to evolve at lv2 won't happen) give it a soothe bell and level it up, so it can learn some moves

Basically what everyone else said...just equip the Soothe Bell to it, then just walk around with it til the Happiness App shows two big hearts over Togepi when you click on it. Then just either use a rare candy on it or have it level up via battle or the exp share.

Every day take a togepie through the league 3 times then give it a masage and a spaa treattment, the run 10,000 steps anywhere. when it gets to level 40 or higher start using it in heaps of weak battles.

On-topic, giving it 10-15 of any vitamins will usually get it's happiness high enough, you can make sure though by lowering the stats again with the EV-reducing berries (which also raise happiness).

Definetely faster then what I said...this is the perfered method if you have the resorces though you probably already have had a long ago by now... yeah...

I would say da fastest way to evolve it, would be taking it to da groomin lady in Veilstone city to boost happiness and levelin it up, or/and da spa treatment at da resort area next to round 229 (if u can access there). Ya togepi should evolve around lvl 25 by then!
