Ok so i have spent the whole day trying 2 get feebas and i FINALLY found one of the titles that they are at. but then i realized i had only 2 ultra balls so i caught 2 feebas both female then flew into town 2 get more ultra balls but i memorized where i found the feebas. but when i got back 2 the exact same spot i couldnt fish up anymore feebas. did they randomize?

This should answer any question you have about Feebas...

Also, the Psydex has a ton of stuff on its location. To answer your question, I believe it does randomize, but I don't remember why...

The spot shouldn't have changed if all you did was to fly back and come right back to the spot to fish. How many times did you try fishing in that spot before you concluded that there weren't any Feebas? Just because it's the right spot doesn't mean that every encounter will definitely be a Feebas

I thought that every time you leave the area the spots change randomly?
Also, to get Milotic raise only its beauty and do beauty contests with it. All move beauty. Only raise beauty. Max it out and do the contests. Then, presto you have a Milotic.

if your wanting more feebas, and you got females, breed them with male magikarps. lol. or ANY other pokemon in their egg group.

LOL!!!!!!!! all you have to do is max out the beauty stat with pokeblocks, then level up one level. it'll evolve. you dont have to go through all that stuff that you say you have to do. and the moves dont matter. dont even have to do a single contest with it. just max out the stat, and level up one level.

Ah, nuts. It doesn't? I just check each spot once, that's why I couldn't find it.
BTW, the thing that randomizes it is the Dewford gossip hall.

Ah, nuts. It doesn't? I just check each spot once, that's why I couldn't find it.

According to sources, your suppose to check these kind of things at least 3 times...but in this case, 5 times...

I got lucky when I fished up all of mine. The same thing happened to me. So I am pretty sure it randomizes when you leave the area. But when i came back, i found the spot and fished up some more. (We are havin bass tonite baby!)

I was lucky too, although i probably did overkill by fishing in each square ten times. XD

THIS I SAW ON YOUTUBE.. and it worked for me too
beat the fisherman in the left side of the water right after the tall-grass. Notice that he has feebas.
then you talk to him, i don't know how it works but then in the "W" above you there just popped up a feebas spot.
-_-_- you are going to fish in the left-middle spot, there was lots of feebas.
PS that was on Emerald i dont know if it works on ruby//sapphire..

This was in Diamond, so i don't know if this will help. But i found a feebas tile pokemon. and the order of the pokemon i found went like this: 1.feebas 2.feebas 3.feebas 4.gyrados 5.gyrados 6.gyrados.....and so on. so maybe there's a set amont of feebas per tile.
