I have a fairly simple question, do action replays and whatever cheating devices exist nowadays work in japanese games such as the current HG/SS releases? (hence asking it here.)

I'm trying to get a Japanese ditto with 6x 31 in IVs, but I don't buy Japanese games (which stops me getting a legit Ditto by myself) and I never use cheating devices of any sort, so I've no idea if it works and thus if there's any point asking somebody who does.
