Definitely not Empoleon. He has like, 100(exaggerated) weaknesses. I don't think any of them are the best.

I think Gyarados is the best because it has like one weakness to Electric that is multiplied by 4. Also Lanturn is a good Water-type because it has Volt Absorb, making grass moves its only weakness.

{gyarados} wins hands-down. 4x weakness is nothing if your enemies don't get to hit you. And that's what it is for . You can't damage it if it takes you out 1st. When a starts rampaging after Dragon Dances, it's pretty much unstoppable.

Why isn't there a none of the above option? I guess if I have to pick one, I'd say Empoleon cause it's my starter. After that...Vaporeon, I spose [sic].

I guess in the technical sense Gyrados would be the best one seeing how he is in the top five pokemon of the OU tier (qouted from Serebii). In the opinion sense I say there is none because they all have their pros and cons which balances everything out.

Ever heard of the Ground type? Ground is neutral against Water and super effective against Electric, thus making Lanturn 2X weak to Ground type moves.

Hands down, Lanturn and Gyrados. Lanturn isn't affected by electric moves.

Gyarados is also weak to Rock btw.
I would vote but there's no Pelipper, Tentacruel or Mantine.

A bit biased but Empoleon, because it was my starter (:
+ he has only three, not one hundred, weaknesses and ELEVEN resistances.

If you still haven't decided, I'd say Vaporeon would be a pretty good choice. I may be a bit biased because Vaporeon is my main water type in my Diamond team (I was fed up with Empoleon's weakness to ground type moves.) But Vaporeon has very good speed, very good attack, very good Sp. attack and very good HP. It's a little bit under in Defense and Sp. Defence. But hopefully, the rest of its attributes can make up for it. Not to mention, it's a really beautiful pokemon (I know, not a useful attribute.)

i think that it is out of Vaporeon and Lanturn because of their water absorb and volt absorb but i think that Kingdra should be on that list because it is the ultimate water pokemon unless you have an Arceus with a splash plate.

It depends. If you want a physical sweeper, Vaporeon isn't going to work. If you want a wall, Vaporeon's better than Gyarados. I could go on. It depends what you want the Pokemon to do. Empoleon is best as a special sweeper, Gyarados is a physical sweeper, and Vaporeon and Lanturn function best as walls (or a supporter/annoyer if Vaporeon). Applying to competitive play as well as in-game, Vaporeon can help you with Wish and Surf, Empoleon has a wide selection of moves, Lanturn absorbs Electric attacks and uses Electric moves itself, and Gyarados is a powerful offense for your team.
So basically, it all depends on what you want your Pokemon to be.
