I've been working on my Emerald version for a few years now (sadly), and i haven't started a new game. I only have 5 lv. 100's (Rayquaza , Mewtwo , Vaporeon , Alteria , and Charizard ), and i also have around 50 Pokemon above level 50. I've seen 192 Pokemon from Heonn, and 267 nationally. I own 159 Heonn Pokemon, and 224 nationally. Is this decent for 800 hours? Am i getting anywhere near being "masterful"?

From your description it looks like you focus on in-game battling. Completing the PokeDex is nice, but if you want to battle competitively (which helps in Battle Frontier) you should play Shoddy. Skill > pokemon level.

i`ve been playing for 300 hours, i have 23 ev trained pokemon at level 100, and have 4 symbols from the battle frontier, but my pokedex is really bad is almost empty

I have been playing my Pokemon Emerald game for 80 hours, i have 155 caught in hoenn pokedex and 172 caught in national dex. I have 10 level 100's...rayquaza,alakazam,starmie, zangoose,salamence,ninetales,octillery,Espeon, Sneasel and Lapras.
