is your rescue rank diamond? if not, get it to diamond and then the next day Manaphy will return and join your team, and three days after that he will tell you about the marine resort and you will gain acess to it. then you will be able to evolve, but you will have to recruit palkia first.

if you can get through spacial rift without too much trouble, then recruiting palkia is like when you recruit dialga or the lake trio, they ask every time. take this from Team DracoMyst
