A pokemon you got from a hacked ticket is what is called "semi-legit." The pokemon itself isn't hacked, but you didn't actually go to the event. Sometimes your opponent will allow you to use semi-legits in a competitive battle.

But if you looked at the hacked ticket pokemon
would be the same as a legit pokemon

That's why it's semi-legit. The pokemon itself isn't hacked, but you used hacks instead of going to a Nintendo Event to unlock the ticket.
