 Can you trade pokemon from Silver to Ruby or Emerald?

Can you trade pokemon from Silver to Ruby or Emerald? Will it hurt or destroy either of them? I want to get Smeargle off of my old Silver and put it on my Ruby?

My brother says you can trade pokemon from past games to newer games but not pokemon from newer games to older games.

You can't trade from RBY or GSC to RSE or PD... Well, I have never been able to do it (I have tried to do it more than 25 times).
If you want a {smeargle} in RSE have to use FR og LG.

You CAN trade Pokémons from newer games to older and vise versa. But you can only trade from RBY to GSC, NOT from GSC to RSE.
What I think your brother meant was that you CAN trade {caterpie} (wich exist in both RBY and GSC) from RBY to GSC OR from CSC to RBY. But you CAN'T trade {suicune} (wich only exist in GSC) from GSC to RBY. ONLY from GSC to GSC.

Where is the Desert Underpass (the place where I can catch Ditto) in Emerald? I thought to was in the cave at the back of the Fossil Maniac's House but I used Sweet Scent there and my game said "Looks like there's nothing here..."

The only way to get Smeargle in this generation is to catch one in the cave at the Battle Frontier in Emerald version.

The Desert Underpass can't be accessed until you've beaten the elite four and gotten the national dex in Emerald.

All of the FRLG Altering Cave pokemon are available in Pokemon Colosseum actually.

There are differences in the design of pokemon in GSC compared to 3rd gen (for example, IIRC, GSC pokemon only have 0-15 IVs). Additionally, the link cables for GBC and GBA are not compatible (RSE/FRLG has simultaneous transfer of pokemon, while GSC does not).

Desert Underpass only opens up after you beat the Elite Four.

You can't trade between RBY/GSC and FRLG/RSE.

Smeargle can be found in the wild in Emerald, in Artisan Cave, down the waterfall past where you find Sudowoodo in the Battle Frontier.

Moderately unrelated, but may I ask how you are supposed to get all the Generation II pokemon in the third generation onward, if they cannot be traded?

They are all there, scattered around FRLG and RSE. For specific locations of each Pokemon, use the Psydex Locations pages. Here's a link to the Psydex: http://www.psypokes.com/dex/index.php
