Whats the difference between a normal ball and a premier. And where can I get a second masterball in emerald?

A primer ball just looks cooler, but otherwise they are the same. (They have the same caputer rate, etc.)
The only way to get a second master ball is to beat a contest in the Master Rank.
Or clone one.

My favorite balls to use are Timer and Premier, though they're somewhat impractical in most situations. Not to mention that Premier balls can't be bought by themselves and Timer balls are rather expensive...
