I need help with my emerald game, I beat the elite four, but i cant still get kyogre or groudon, whats going wrong?

Go to the Weather Institute, talk to one of the guys (I think he's on the second floor?) and he will tell you the location of the Terra Cave and the Marine Cave (he will say there's been a drought on this route or there's been a lot of rain on this route). Groudon is located in the Terra Cave and Kyogre, the Marine Cave. You will need Dive to access the Marine Cave.

You need waterfall for one of groudon's places on route 114. There is a rare candy up the waterfall.

I think i've had that problem too. Go to the weather institute and talk to everybody. THey will ell you a patch of abnormal sun or rain is somewhere. Get there in the least number of steps and find a cave or dive site. Go in. Bring plenty of ultraballs and pokemon that can put the beast to sleep/poison/burn/freeze/etc.
