I planted several berries already and they wouldn't grow. I water them often, anyway. Every hour, I check the Shoal Cave if it's low tide but it won't even occur. Another one is the Lottery in Lilycove City. I tried it once, then after a quite long time, the woman always says, "Please come back tomorrow". My current playing time is 207:06.

I think the berry glitch only occurs in Ruby and Sapphire, so I doubt that's affecting you...

Well, it doesn't say anything like internal battery is dry. About the quite a long time, it's been more than 24 hours. It's color green.

My Emerald is fine. I have played it for 4 years.

I think I read in the player's guide to R/S that it alternates between high tide and low tide every 6 hours of real time, not just game time. Therefore (this is a hypothetical example), it might be low tide between 12am-6am and 12pm-6pm, and high tide between 6am-12pm and 6pm-12am.

Since the Berry Glitch does affect all games, I think you have the Berry Glitch on your game. I don't know why it doesn't show it though.

If it is the Berry Glitch, hook up your emerald with another emerald/FR/LG and press Select+B at the title screen
