Sky pillar is a very good place to train at. The grasses at the right side of Lilycove city is a nice spot too.

I fyou can, trade to FR/LG and train in Cerulean cave. Most powerful pokemon what I met on the place was lvl. 70 Kadabra. In RSE train at Victory road and Sky Pillar. RSE is alltough a walk in the park compared to FR/LG.

Surprising as it might sound, Meteor Falls is also a good place to train (especially Water types).
Especially in the higher levels, where you can find Dragon Tamer Nicolas. I would also suggest Trainers' Eyes coupled with Exp. Share.
Example for Meteor Falls, using a Water-type (Wailmer).
The Pokemon available are basically Rock and Poison types (Lunatone, Solrock, Zubat, Golbat, etc.) Water is super-effective against Rock anyways, and Poison doesn't do well against Water either!
Plus, it's not too far from Fallarbor Town. I'd suggest using Fly once you exit however.
In the same way, Fiery Path is also a good place to train. That Strength-needed area offers some pretty good level Fire/Ground/Poison types. (Torkoal, Numel, Slugma, Koffing, Grimer) They're normally around Lv. 20-25 back in there, which can be really good for Pokemon.
I'd suggest to the west and east of Fortree as well. The long grass has a lot of powerful Pokemon (trust me, it was hard enough to get through...) like Tropius and Linoone, all around Lv. 30. Also, if you're lucky, you can see Absol there, which is enough said in my opinion.

put weaknessess and resistancess into mind
*in order from my fav to least(still all rather good)
elite 4 byfar the best when at least lv60 but i recommend 70+
the interviewers-my personal fav berfor my pokemon reached lv 70
sky pillar
deep in the meteor cave / victory road
rematches(after a few battles with the trainers there pokemon get stronger, only good to train when you have many ppl wanted to fight you)

my place of training:
Route 117
1. Put Pokemon In Daycare and lvl them up by walking around
2. There are many trainers you can re-battle inbetween Mauville city and Venturf town
3. There are 2 trainers you can battle on the right side of Mauville
4. You can fish, swim, or look in the long grass for pokemon

Typically a Rayquaza with Outrage, Fly, Thunderbolt, and Flamethrower should DESTROY the E4 and the Champion really quick.
I have my current team in the rating center. About the 3rd or 4th page From the end.
EDIT:Here's the best news I've had all Year: I have TWO lv. 100 pokemon on my firered and I have Beat the E4 A TOTAL OF 250 times on emerald in 2 years (or 1000 hours, whichever is first) over 2 save games, the 1st having nearly Lv 90 or up Level averages on 82 of 132 runs, a lv 100 rayquaza, and Lv 99 Sceptile.

Leveling up depends on types, as I've said before. The places you want to look will be according to type-benefits. Also, rematches are a great way (as long as you don't always use the same Pokemon...).
Even on those hard-to-catch, 1% chance of appearing, gotta-dig-it-out Pokes. If you take a balanced team that can counter all things on the route, it can be a great way to level up while being persistent and trying to find the Pokemon. If only I could make that work with Absol...

A Friend's Secret base. Have your friend change the lvl of pokes and what pokes to best train with, plus a friend can get his pokes lvled up higher then any trainer in the game!

You've found some pretty good training spots there AEPMT, thanks!
Like Cless though, I have a little strategy that works effectively for the first couple of badges at least.
Before I leave Petalburg, I like to have at least 3 Pokemon, at least lvl 10. This then makes the next couple of cities a doddle.
I'm currently training up my Pokemon on Route 110 though.
This is quite a good spot to train up your Pokemon to about lvl 30, as someone has previously said I think. You find the likes of Minun, Electrike, Volbeat, Illumise and Roselia around this area which give you between 100-300 exp. points everytime.
I like to train at least 3 of my Pokemon to level 30 before moving on, and then have a Pokemon at about level 25 and send him out to battle first and let him level up by battling the trainers on the way to Mauville.
I will add more when I move further on in the game.
