I have a {gyarados} and {charizard}, but who should i teach earthquake? :?

you should teach it only to an EV trained poke. Gyarados is a good candidate, but if Charizard is a Bellyzard it could also be useful.

{gyarados} is weak against Electric and Rock attacks, and Earthquake covers both of those types. For an Attack boost, this Pokemon learns Dragon Dance by level-up.
{charizard} is weak against Rock, Electric and Water attacks, and Earthquake covers two of those three types. For an Attack boost, this Pokemon can be bred to know Belly Drum.

The difference is that {gyarados} has a higher base Attack stat, and learns its Attack-boosting move by level-up,
while {charizard} must be bred to know its power-up move, which means you need a female - and females are hard to come by.

Assuming you are running a bellyzard, then I would teach it Earthquake, however it should be noted that teaching it dragon claw would end up doing neutral damage to every possible type of pokemon in the game, you would be hard pressed to find a type resistant to fire and dragon (dual types included)

Since this is the kanto region, you cant teach gyarados stone edge, so earthquake would be good.

it's practically impossible to resist Dragon + Fire. You need Heatproof or Thick Fat to do it.

However, this is FRLG, so Dragon Claw + Flamethrower does not go well on a Bellyzard (what's the point of Belly Drum then?)

For earthquake? Let's see...

I prefer {charizard}, because earthquake is quite useful while fighting rock pokemon ({charizard}'s weakness}. However {gyarados} could resist rock pokemon by using surf.

So, I choose {charizard}.

both pokemon need it to knock out Rock/Electric types - they both have a weakness. However, that's hardly a justification for either. The most common rock types are Ttar and Aerodactyl. Aero isn't affected by EQ, and Ttar can easily survive one (and hit back with STAB SE Rock Slide) . For Electrics, Tbolts often come from pokemon like Starmie. (And Raikou / Jolteon, the 2 most common Electrics.

EQ should mainly be considered as an attack move, because of the phys/spec split in 3rd gen.

I agree with this quote.

and Gyarados is a physical sweeper, so giving it Surf may not be the best idea (considering that DDrados is something like DD/Taunt/Aerial Ace/EQ and doesn't really have room for a spec move)
