Location: Underwater with the Wailords.
Post Pokemon XD: Purifying Shadow Lugia
For this, obviously, you need Lugia. Put Lugia in one of the 9 chambers. (You can't purify him by battling) You need to put all 9 chambers at full tempo. Including the Lugia one. Then a message will come up saying: "Something is different about LUGIA. Maybe...?" Then you can purify him. Hope you appreciate my help!
