I really think it all depends on the version. in Gold, I totally prefer , but I think is better in Silver. (Kill me if you want )
First, cause you can be more involved in their training and decide the moves they learn if you get them at the lowest level possible, then, of course, there's the Sacred Fire/Aeroblast thing and finally, the stats, since they're higher if the Pok

Yeah, 'cause Sacred Fire's 50% chance of burning, when Aeroblast only has a high critical hit ratio, plus, Ho-Oh's got Sacred Ash, wich isn't that useful, but I really think Lugia should have an attahced item.

I think he means battles against other trainers (not in-game), you're not allowed to use items in the battle.
Go Tyranitars use Ancientpower on all the !

Lugia is more of a Tank, something like this could rip Ho-oh:

EV's in Sp. Att and split in Def and Sp. Def. I like Surf on Lugia because it learns Hydropump, though Surf is better, also takes care of the Steel (and Ho-oh). I see people with ThunderDances though I don't think it is as good as the above, from experience.
I like Ho-oh though Lugia could smash it, it is also a lot faster then Ho-oh. I can't really think of a winning Ho-oh moveset from the top of my head, unlike Lugia. I don't use either of them because they are Uber, I don't like using Uber but that are cool anyway. So, all in all:

O thankyou for reminding me, Ho-oh a much bigger weakness, Rock. A Tyranitar, or some other strong rock type pokemon, or even a Lugia with AncientPower, could nail Ho-oh with RockSlide, or another Rock move. Though a Lugia, and a couple of Calm Minds would hammer Ho-oh with just one Surf and would take not even a scratch from a move like ThunderBolt or IceBeam.
