Anyone have any idea which of these can be re-used multiple times and which can't? (the move tutor-type people in particular)

I'm pretty sure the move tutors are a 1 time only thing.

Actually, Move tutors were one time only in previous games. The few that exist in D/P can be used multiple times.

oh and i just went to the lottery lady, the last number matched and i won the "Fourth Prize" which was a new backdrop in the fashion case

Does the woman in the pokemon fan club give you a ribbon? I talked to her with a pokemon that already had a footprint ribbon (max happiness?) and she said something about not wanting to intrude...

As we all know you can only choose from 4 appearances. They are determined by your ID no. For a list of the different ones to get check out this guide.

The newspaper people are in the house next to the pokecenter in Solaceon Town and they give you various pokeballs when you go out and bring the one they ask for within 24 hours.

The fertilizer lady is in the same house/building as the berry master. That would be the first house through the South-east gate in Hearthorme City.

I'm trying to change the name of a pokemon that i got in a trade. And i went to see the name rater, but all he does is tell me that the pokemon's name is fantastic. How do i get him to let me change it's name??

Traded Pokémon's names can't be changed. Only a Pokémon that was first obtained by you in the game can have its name changed.
