Yea, is it possible to block someones PMs? For example, someone PMs you every 2 minutes. Is it possible to block them?

No, pretty much not possible. However, if you are having problems with someone on PM (and this sounds as if it would qualify as a problem with someone), please approach a member of the staff with your specific complaint.
